Sengir Bats is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legal and playable are different things. In Commander, the four-mana 2/2 body is simply too small — you need either an immediate board impact or a combo role at that slot, and Sengir Bats provides neither. Pauper is its most plausible home, where common card quality is lower and evasive bodies matter more, but even there the rate is outclassed by aggressive black flyers available at the same cost.
