Senate Griffin is a 3/2 flier that replaces itself with a scry 1 on entry — fine in Limited, forgettable everywhere else. A four-mana vanilla-ish creature that doesn't affect the board beyond its own body is not a Commander card.

Senate Griffin is playable in Pauper, where common-only card pools make a 3/2 flier with scry 1 a reasonable curve filler in Azorius skies shells. In Limited it was a fine pick — bodies with evasion and minor value attached do work in draft. In Commander, Senate Griffin competes against dozens of blue and white fliers that either cost less, hit harder, or generate real card advantage, and scry 1 on a four-drop doesn't come close to clearing that bar. Modern, Pioneer, Legacy, and Vintage have no realistic use case for it — the floor for those formats is set far higher than this Griffin can reach.
