Selvala's Charge is legal in Commander, Legacy, Vintage, and Oathbreaker, but Legacy and Vintage have no interest in a five-mana sorcery that makes creatures — those formats end games faster than this resolves. Commander is the only home that makes sense: three opponents means three Elephants, and token-doubling effects like Doubling Season or Mondrak, Glory Dominus turn that into a board state most tables can't ignore. In Oathbreaker the card scales down to a single token in most game states, which makes it unplayable there.
