Seismic Wave hits every opponent's creatures and lands simultaneously — three players lose permanents the moment this resolves. Five mana for a symmetry-breaking board disruption effect is the cost, and in most green-red shells you're building around land advantages that make the land-destruction clause hurt opponents far more than it hurts you.

In Commander, Seismic Wave is at its best — hitting three opponents multiplies the tempo swing to a degree no 1v1 format can replicate. In Legacy, Modern, and Pioneer it's simply too expensive and too slow; five mana to hit one player's board is a losing trade when those formats end games on turns two through four. Vintage has the raw power density to support it in theory but not the incentive structure, since faster disruption exists at lower cost. Oathbreaker mirrors Commander's multiplayer math and is the one other format where Seismic Wave is worth considering, provided your planeswalker and signature spell support a land-matters or token-clearing angle.
