In Commander, Seismic Shift earns a slot in land-disruption shells and landfall decks that want to weaponize opponents' land deaths — the cantrip makes it low-risk to include. In Pauper, where the common card pool is constrained, trading a land for a card at instant speed is legitimate utility. Legacy, Modern, and Pioneer have enough efficient land removal that Seismic Shift doesn't compete, though the draw rider keeps it from being embarrassing in casual builds. Oathbreaker follows the same Commander logic: small tables make targeted land removal more impactful, and replacing itself means you're never truly down a card.
