Seedling Charm is a narrow modal instant that offers three situational green effects — regenerating a creature, returning an enchantment to hand, or giving forestwalk — none of which are impactful enough at one mana to justify a deck slot on their own. The modal flexibility doesn't save it; you're paying for three B-tier options when dedicated answers do each job better.

Seedling Charm sees essentially no competitive play in Legacy or Vintage despite its legality — the effects simply don't clear the bar in formats where every card needs to pull serious weight. In Pauper, common-legal modal spells matter more, but even there the three modes don't line up well against the format's threats. Commander is where you'd most expect to find it, and it still doesn't make the cut: regeneration is weak in a format dominated by exile and sacrifice removal, forestwalk is near-useless without a dedicated Forests-matter shell, and bouncing an enchantment is too narrow to slot blind. Seedling Charm is legal in Oathbreaker as well, but the same ceiling applies.
