In Commander, Seed of Hope earns its slot by doing two things at once: it fixes your mana and replaces itself, which is exactly what two-mana ramp should do in a singleton format where consistency is hard to come by. Pauper is the other format where it genuinely competes — commons that replace themselves at instant speed are disproportionately strong there, and the land-to-battlefield clause means it doesn't lose tempo the way pure cantrips do.
