Secretkeeper mills four cards when it enters — a modest self-mill or disruption effect stapled to a 0/4 body that mostly just sits there. The cost is real: a four-mana 0/4 with no other upside is a poor rate in any format where cards have to pull weight.

In Commander, Secretkeeper is too expensive and too low-impact to compete for a slot — self-mill decks like Phenax, God of Deception or Muldrotha, the Gravetide shells can find far more efficient yard-fillers at two or three mana. In Legacy and Vintage, dedicated mill and self-mill strategies have access to Glimpse the Unthinkable, Traumatize, and faster cantrips that make Secretkeeper irrelevant on rate. Modern mill has similarly moved on to Tasha's Hideous Laughter and Hedron Crab. Secretkeeper is legal across most constructed formats but sees essentially no competitive play in any of them.
