Second Sunrise is banned in Modern, where the Eggs combo deck used it to loop zero-cost artifacts with Codex Shredder until it had drawn its entire deck and won — the games were interminable and the ban was inevitable. Vintage and Legacy let it exist because those formats have faster, more brutal ways to win, and the Eggs shell isn't uniquely oppressive there. Commander gives it a full pass: the singleton rule means you can't reliably assemble the redundant piece count the Modern deck needed, and the 40-life multiplayer context makes slow, repetitive loops harder to execute before someone interacts.
