Second Sight lets you look at the top five cards of your library and put them back in any order — on an opponent's end step, meaning you set up your next draw before you ever untap. The catch is that it replaces your draw step with that top card, so you're paying one mana and a card slot to sculpt a known draw rather than dig for extra cards.

In Commander, Second Sight occupies a narrow role: it's a cheap instant-speed library manipulation tool that rewards decks which want a specific card on top — Sensei's Divining Top loops, topdeck tutors, or commanders that trigger off the draw step. Outside of those synergies it's hard to justify the slot over cantrips that actually replace themselves. In Legacy and Vintage, the card is legal but essentially invisible — formats with Brainstorm, Ponder, and Preordain have no reason to reach for something this slow. Second Sight is effectively a Commander-only conversation, and even there it's a role-player, not a staple.
