Searing Rays is a Commander card through and through — three opponents multiplies the payoff, and token strategies are common enough that the damage clause triggers for real numbers. In Legacy and Vintage it's legal but effectively unplayed; those formats have no interest in a conditional sorcery that requires a board state to function. Oathbreaker is the one other format where it earns a look, specifically in aggressive red or white token builds where the game ends faster and the creature count is reliably high.
