In formats where creatures are small and red decks need reach, that conditional damage matters; in Commander, where creatures are large and a single opponent at 40 life barely notices 2 damage, it doesn't.

In Modern and Legacy burn, Searing Blood earns its slot specifically in creature-heavy metas where it doubles as a removal spell and a reach piece against aggressive mirrors.
