Sealed Fate lets you look at the top X cards of any library and arrange them however you like — a targeted, repeatable-grade disruption spell that can bury an opponent under bad draws or set up your own topdeck. Three mana for X=2 is the floor where it becomes worth casting, and at that rate you're getting a tempo effect that most blue-black decks are happy to pay.

Commander is where Sealed Fate has the most to offer, particularly in control and stax shells that care about denying opponents their best draws while setting up their own. Legacy and Vintage have access to it but faster, more deterministic disruption crowds it out of competitive lists. Oathbreaker's tighter game structure means manipulating the top of a library can carry more weight per casting, making it a reasonable include in controlling Oathbreaker builds. Sealed Fate is legal nowhere it would face meaningful competition from similar effects, which explains why it stays a Commander niche card rather than a cross-format staple.
