At five mana to deploy, you need a multicolor-heavy deck to justify it, but General Ferrous Rokiric builds exactly that.

General Ferrous Rokiric wants to chain multicolor spells as fast as possible to flood the board with Golems, and Seal of the Guildpact turns every Boros, Mardu, or otherwise multicolor spell in that deck into a one-mana-cheaper trigger — a quarter of Ferrous decks run it for exactly that reason.

Seal of the Guildpact is legal in Commander, Legacy, Vintage, and Oathbreaker, but it only sees real play in Commander, where the singleton multicolor density of a 99-card deck gives it enough targets to justify the five-mana setup cost. In Legacy and Vintage, five mana for a cost-reduction enchantment is far too slow when the formats end on turn one or two. Oathbreaker is a plausible home if the signature spell and commander are both multicolor, but the smaller deck size means fewer payoffs than Commander delivers.
