Seafloor Oracle is a Commander card through and through — the payoff requires a board full of attacking Merfolk, and 40-life multiplayer games give it the time to matter. In Legacy, Modern, and Pioneer it's legal but sees no meaningful play; four mana for a situational draw engine that does nothing the turn it enters is nowhere near competitive in those formats. Oathbreaker is the one non-Commander exception worth noting, where Merfolk-themed builds can exploit it the same way Hakbal decks do, just at a smaller table.
