Scuttling Butler is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it doesn't have a compelling case in any of them. In Commander, where card slots are precious, a two-mana defender that replaces itself with a one-turn flying enabler competes against permanent evasion grants, sacrifice fodder with real upside, and mana rocks that don't die. In faster formats like Modern and Legacy, a 0/4 that can't attack is simply too slow and too narrow to matter. Oathbreaker follows Commander's logic — same problem, smaller deck.
