Scurrilous Sentry puts a repeatable tap-down on the board for one blue mana — opponents' best creature loses its attack step every turn you want it to. The cost is that this is a 1/3 that needs to survive and untap, which any competent removal spell answers cleanly.

In Commander, Scurrilous Sentry fills the niche of a cheap, recurring threat-neutralizer in blue decks that want to stall combat or protect a combo piece — it's most at home when you can flicker or copy it to stack triggers. In Pauper, the common restriction makes every efficient blue body more relevant, and a one-mana 1/3 with repeatable tapping has genuine board-presence potential in slower control shells. Legacy and Vintage have far better tools at this cost, so Scurrilous Sentry never sees those tables. Oathbreaker plays much like a compressed Commander game, and the same flickering or untap synergies that make it work in EDH apply there too.
