Scrounge puts a creature from any graveyard directly onto the battlefield — no mana cost paid, no questions asked — at the price of tapping and sacrificing two untapped creatures you control. That's a steep ask in most boards, but in sacrifice-loop or token-flooding shells, you're spending resources you were going to burn anyway to reanimate something far more expensive than Scrounge's setup cost.

Commander is where Scrounge actually gets to breathe — 100-card graveyards fill fast, opponents will almost always have a juicy reanimation target, and token producers make the sacrifice cost trivial. In Legacy and Vintage it's too slow and too conditional; those formats have cleaner reanimation at lower cost with fewer hoops. Scrounge is legal in both but sees no meaningful play there. Oathbreaker mirrors Commander's graveyard density in a compressed game, which can make the effect arrive at a relevant moment, though the smaller deck size narrows targets.
