In Commander, Screeching Sliver earns its slot only in Sliver tribal decks with a genuine mill or self-mill angle — the tap ability scales with board presence, but milling one card per activation is irrelevant in a 100-card format without mass redundancy. In Pauper, it's a cheap common-legal Sliver that fits tribal builds, though the mill output is just as marginal in 1v1 without a dedicated engine behind it.
