In Commander, Scour for Scrap earns its slot in dedicated artifact decks where the graveyard is already stocked by turn four or five — it's too parasitic to run as generic value, but as a rebuy spell in the right shell it overperforms its cost. In 60-card competitive formats like Modern and Pioneer, the effect is too slow and conditional to see serious play; artifact recursion at two mana has stiffer competition from pieces that also advance the board state on their own. Legacy and Vintage have access to faster, more explosive recursion lines that make Scour for Scrap irrelevant there. Standard is the one context where, during any artifact-matters environment, it could briefly see fringe play as a budget option.
