Scour exiles a permanent — any permanent — for four mana at instant speed, and the caster gets to draw a card to replace it. That unconditional exile stapled to a cantrip is genuinely good, but four mana for a single removal spell is a steep ask in most powered metas where cheaper answers dominate.

In Commander, Scour earns its slot in white decks that need unconditional exile and are starved for card advantage — the cantrip offsets the tempo loss enough to justify inclusion in slower, grindier builds. Legacy and Vintage have no interest in it; those formats run Swords to Plowshares and Vindicate at a fraction of the cost and don't need the draw stapled on. Modern is technically legal but Scour doesn't compete with the efficient removal suite available there. Oathbreaker mirrors Commander in that any unconditional exile with a free card attached can pull weight when your card pool is restricted.
