Scorching Lava deals 2 damage to any target and, if the target is a creature, prevents regeneration and exiles it on death — meaningful upside over a vanilla Shock. The condition rarely matters enough to justify the slot over unconditional removal, and two damage misses too many relevant creatures at the Commander table to earn a spot.

In Commander, Scorching Lava competes in a format where creatures routinely have 4+ toughness and the regeneration-hate clause is nearly irrelevant — almost no staple commanders or threats use regeneration, so you're paying for upside that doesn't show up.
