In Commander, Scorched Earth sits in a narrow lane: land destruction is politically toxic, and spending four mana plus a land to answer one creature and one land will almost always cost you goodwill faster than it costs your opponents progress. Legacy and Vintage have access to it, but neither format wants a four-mana sorcery that requires an additional discard when faster, cheaper disruption exists. Scorched Earth is legal in Oathbreaker as well, where the smaller game size doesn't make the cost-to-impact ratio any more appealing.
