Scorch Rider is a three-mana 3/3 with trample and the ability to deal 2 damage to any target when it attacks — solid stats stapled to a relevant trigger. The cost is that it asks for a red-heavy deck to get full value, and at three mana it competes with better threats in almost every format.

In Commander, Scorch Rider is playable filler in aggressive red strategies — the 2 damage ping on attack can pick off mana dorks or whittle down planeswalkers, but 40-life tables make it largely inconsequential as a damage source. In Pauper, where the common card pool is smaller and every point of power and toughness matters more, Scorch Rider is more viable — trample on a three-mana 3/3 with a relevant trigger is a real rate at that level. In Modern and Pioneer, the card simply doesn't clear the bar; red has access to threats that close games faster or generate more value per mana. Legacy and Vintage don't want it at any price.

$0.05 bulk tier
At $0.05, Scorch Rider is deep bulk — grab a copy for a budget aggro list without a second thought. There is no realistic scenario where this appreciates in value, so treat it as pure utility cardboard.
