Scavenger Drake is a Commander card through and through — it rewards the creature-dense, sacrifice-heavy environments the format naturally produces, and a 40-life game gives it time to grow into a genuine finisher. In Legacy, Modern, and Vintage it's strictly underpowered; those formats kill faster than Scavenger Drake can accumulate counters, and none of them are looking for a slow, conditional 1/1 flier at three mana. It's legal in Oathbreaker but faces the same tempo problem there. This is a bulk role-player that earns its slot exactly once: in a Commander deck built around sacrifice or mass death triggers.
