Scavenger Drake is a Commander card through and through — it rewards the creature-dense, sacrifice-heavy environments the format naturally produces, and a 40-life game gives it time to grow into a genuine finisher. In Legacy, Modern, and Vintage it's strictly underpowered; those formats kill faster than Scavenger Drake can accumulate counters, and none of them are looking for a slow, conditional 1/1 flier at three mana.
