In Commander, Scarring Memories occupies a narrow slot: graveyard decks that want to disrupt a single opponent's recursion engine while simultaneously fueling their own mill count will find it passable, but the single-target clause is a real limitation at a four-player table. Legacy and Vintage allow it, though neither format is looking for a two-mana sorcery-speed mill effect when faster, broader options exist.
