In Commander, Scarab Feast occupies a precise role: one-mana instant-speed graveyard hate that replaces itself when irrelevant, which is exactly the profile you want in a 100-card singleton format where a dedicated hate piece can sit dead for multiple games. In Pauper, the cycling clause is especially valuable since card advantage is at a premium and the graveyard is a live zone in several top strategies. Legacy and Vintage have access to more powerful and more sweeping graveyard answers like Surgical Extraction or Rest in Peace, so Scarab Feast rarely earns a slot there. Modern sits in a similar position — the format's graveyard decks require hitting multiple cards at once, and Surgical Extraction's zero-mana floor is harder to beat. Oathbreaker mirrors Commander's logic closely enough that the same reasoning applies.
