Scandalmonger turns every player's hand face-up until someone pays 2 mana to shut it off — a repeatable, symmetrical information engine that punishes anyone who can't afford the tax. It's niche, but in decks that want opponents exposed or that ignore hand information asymmetry, it does real work at zero ongoing mana investment.

Commander is the only format where Scandalmonger is worth serious consideration — four players means the opt-out tax is harder to pay without telegraphing priority, and political decks can exploit the open-hand state for multiple turns before anyone acts. In Legacy and Vintage it's legal but irrelevant; those formats move too fast for a 3-mana do-nothing body to matter, and hand transparency doesn't generate enough advantage to justify the slot. Oathbreaker shares Commander's multiplayer texture but the smaller deck size and faster games shrink the window where Scandalmonger's effect pays off.
