Scampire reanimates a creature with mana value 3 or less from any graveyard — opponent's included — but the creature comes back as a Vampire and dies at end of turn, and you only get there if you control another Vampire. That's three hoops, but in any black Vampire shell that already wants Priest of Gix effects, the effect is strong enough to earn the slot.

Scampire is banned in Legacy, Vintage, and Oathbreaker — the combination of repeatable reanimation, graveyard hate, and tribal synergy proved too efficient at low mana costs in those formats. Commander gives it a pass because the 100-card singleton structure and four-player politics dilute the consistency that makes it oppressive in 1v1 constructed: you'll see it once per game, not three times on turn two. In the 99, it's a role-player, not a broken engine.
