Say Its Name replaces itself and puts a Spirit token into play — two functions stapled onto one mana. In any deck that wants Spirit tokens, cares about creatures dying, or needs cheap cantrip fodder, it's an easy include.

In Commander, Say Its Name slots cleanly into Spirit tribal builds and sacrifice-value decks that need low-cost cantrips with upside — the token is a genuine body, not just a consolation prize. In Pauper, one-mana cantrips that generate a creature are worth examining in any shell that benefits from both effects, though competition is stiff at common. In Modern and Pioneer, Say Its Name is too narrow for most non-tribal lists, but Spirit payoffs like Rattlechains or Spell Queller give it a real home. Legacy and Vintage have no interest — the effect is too modest for those formats' power level.
