Sawtooth Loon bounces itself and another creature to refill your hand with two cards — useful filtering, but you're paying four mana and a tempo loss to do it. Outside of Dream Halls or similarly broken discard-matters engines, that cost rarely clears the bar in competitive Commander.

Sawtooth Loon is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no play in any of them. In Commander it occupies an awkward niche: the hand-refill is real, but four mana to bounce your own board and net two cards is outclassed by practically every blue draw spell printed in the last decade. Legacy and Vintage have zero interest — the formats move too fast for a 2/2 flier whose value requires setup. Oathbreaker is the one context where a niche discard-synergy build might find a use for it, but even there it's a fringe inclusion.
