Savor is legal everywhere but sees virtually no play outside Commander, where the food archetype has enough support to make a three-mana sorcery worth a slot. In Commander it fills a specific role in food-sacrifice builds: it converts a token into a card and cushions the life total in one action, which is exactly the kind of incidental value those decks want. In 60-card formats the rate is simply too slow — modern Food shells like Urza's Saga builds or Ovalchase Daredevil loops want faster payoffs, and three mana at sorcery speed for one card draw doesn't clear that bar. Pauper food support is sparse enough that Savor never gets a real audition there either.
