Savage Conception gives you a 3/3 Beast token for three mana at instant speed — the ceiling is exactly what it says on the tin, and the floor is the same thing. It's a fine rate in token-doubler or populate shells, a forgettable body everywhere else.

Commander is the only realistic home for Savage Conception, and even there it needs the right shell — populate decks or token-doubler lists that turn one Beast into two or four are where it earns its slot. In Legacy, Modern, and Vintage it's legal but completely outclassed; no competitive player reaches for a three-mana 3/3 with no enters-the-battlefield rider when those formats have Delver of Secrets and Ragavan, Nimble Pilferer on turn one. Oathbreaker follows the same logic as Commander: fine with a doubler, dead weight without one.
