Savage Alliance is a three-mode instant that pings all creatures an opponent controls for 1, gives your creatures trample until end of turn, or gives your creatures menace until end of turn — and you can pay additional costs to stack all three on the same spell. The ceiling on a board with a wide token army is real, but the floor is a conditional damage dealer that rarely earns its slot outside dedicated go-wide red strategies.

In Commander, Savage Alliance is a role-player in dedicated red go-wide decks, not a generic inclusion — you run it because your deck attacks with many creatures and needs a finisher-mode spell that doubles as a board-clear threat. In Legacy, Modern, and Pioneer it sits well below the power threshold those formats demand; instant-speed modal spells have to compete with far more efficient options, and Savage Alliance's ceiling doesn't get there. Vintage has no practical use for it. Oathbreaker is the one fringe case where a red aggressive signature spell slot might consider it, though better options exist even there.
