Sarulf's Packmate replaces itself immediately and leaves a 3/3 body behind — that's the whole pitch. Four mana for a 3/3 with card draw is unexciting in a vacuum, but the Foretell clause lets you sink mana on an off-turn and keeps the value rolling when you can't play into open shields.

Commander is where Sarulf's Packmate earns its keep, specifically in Wolf and Werewolf tribal builds where the creature type matters as much as the effect. In Pauper it competes seriously as a common card-advantage engine — four mana for a guaranteed draw and a 3/3 is legitimate at that power level, and Foretell gives it play in slower control shells too. In Modern and Legacy the rate is simply too low; you're not paying four mana for a 3/3 when better options exist at every point on the curve. Pioneer sits in the same boat — midrange and aggro both want more from their four-drops.
