Saprazzan Outrigger is a 1/3 blue creature that can tap to return itself and another creature you control to their owners' hands — a repeatable bounce effect stapled to a body, at the cost of a two-mana creature that trades with almost nothing in combat. It earns a slot only in decks that want to abuse enter-the-battlefield triggers or protect key pieces from removal, and even then it competes with strictly more efficient options.
