In Commander, Sapphire Leech earns a niche in non-blue or artifact-based stax shells where the symmetry is one-sided in practice — taxing a table full of blue mages while you operate on green or red mana is a real advantage. Legacy and Vintage are the only other formats where it's legal, and it sees no meaningful play there; the formats are fast enough that a one-mana tax on a fragile 2/2 doesn't move the needle. Commander is the only context where Sapphire Leech is worth discussing at all, and even there it's a role-player rather than a staple.
