The rate is unimpressive on its own, but Reflections of Littjara and similar copy effects that care about creature types push it into legitimate territory.

In Commander, Sanitarium Skeleton occupies a narrow slot — it earns a seat only in Zombie tribal or self-graveyard-matters builds where the recurring discard outlet is worth a card slot. In Pauper, where every mana and card matters more acutely, the two-mana activation cost to return a 1/1 is too slow to see competitive play. Legacy, Modern, and Pioneer all have access to far more efficient recursive creatures and discard outlets, so Sanitarium Skeleton doesn't register in any of those formats.
