Sands of Delirium is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it only does real work in Commander. In Legacy and Vintage, the mana investment is too high relative to what dedicated mill decks can already do with cards that cost one or two mana. In Modern, the same problem applies — there are faster, cheaper mill payoffs that don't ask you to sink four-plus mana at sorcery speed. Commander is the format where it belongs: 100-card libraries make the X-spell math reasonable, and the format's big-mana environments let you dump five or six into it without breaking a sweat.
