Sanctuary Cat is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legality is not an argument for inclusion. In Commander, the only shells that want it are extreme lifegain-matters decks where every trigger counts — think Oloro, Ageless Ascetic or Karlov of the Ghost Council — and even there it sits at the bottom of the curve in competition with much stronger one-drops.
