Saltskitter gives you a creature that flickers itself every time another creature enters the battlefield, generating a steady drip of ETB triggers and keeping it out of harm's way between your turns. The cost is real — it only comes back at end of turn, so it does nothing during opponents' creature-heavy turns — but in a dedicated ETB or flicker shell, that self-protecting loop is exactly what you're paying four mana for. Ephara, God of the Polis decks in particular want it as a reliable upkeep trigger that doesn't ask for any extra setup.

In Commander, Saltskitter occupies a narrow but real niche as a self-sustaining ETB trigger in blue-white creature-heavy builds, most prominently Ephara, God of the Polis. Outside Commander, the card is legal in Legacy, Vintage, Modern, and Pauper, but it sees essentially no play in any of them — four mana for a 1/3 that conditionally flickers itself is far below the rate those formats demand. Pauper is the one competitive context worth a second glance if a dedicated flicker-value shell ever coalesces, but Saltskitter has never found that home there either.
