Commander is the format Saheeli, Filigree Master was built for — artifact token strategies and artifact-casting engines are everywhere in the format, and a planeswalker that draws cards passively off both is exactly what those decks want at four mana. In Legacy, Modern, and Pioneer she's technically legal but never sees play; the powered-down card draw and situational copy ability don't compete with what those formats demand at that mana cost. Oathbreaker is the only other format worth mentioning, where she can slot in as a signature spell for artifact-themed walkers, though she's far more interesting as the commander piece.
