Standard eligibility changes with rotation and the card has never been a Standard staple. Commander is where it has any real home at all, and even there it earns a slot only in tightly focused +1/+1 counter decks — Skullbriar, the Walking Grave being the clearest example. Outside that niche, the effect is too small for 100-card singleton, where one counter rarely moves the needle.
