Safe Passage prevents all damage to you and your creatures for a single combat step — a full fog on three mana that leaves your attackers alive and your life total untouched. The cost is the ceiling: three mana at instant speed is fine in Commander, but it's a one-shot effect that does nothing to break open a board state, and Frenetic Efreet aside, there are almost no combos that care about damage-prevention triggers specifically.

In Commander, Safe Passage slots narrowly into decks that want to survive a single alpha strike long enough to stabilize — think pillowfort or lifegain shells that can't yet afford a board wipe. Pauper is where it sees the most structured use, slotting alongside fog effects in creature-heavy control or combo shells where three mana is more manageable and the card pool limits alternatives. Legacy and Vintage have access to strictly better protection effects at one or two mana, so Safe Passage never competes there. Modern has the same problem — three mana for a one-combat fog is uncompetitive when Fog itself costs one.
