Safe Haven lets you exile one of your own creatures at instant speed and return it to the battlefield later — a repeatable flicker trigger stapled to a land. The activation cost is steep enough that you're committing real resources, but the effect is uniquely difficult to answer because it lives in your mana base.

Commander is where Safe Haven earns its slot: decks built around enters-the-battlefield triggers, persist creatures, or undying abuse the exile-and-return effect as a repeatable engine that opponents can't hit with creature removal. Legacy and Vintage have access to it but virtually never run it — the effect is too slow and too narrow for those formats. Modern technically permits it but the same logic applies; there are faster, less conditional ways to protect creatures or abuse ETB effects. Safe Haven is a Commander-specific card in practice, even if the legality map says otherwise.
