The cost is steep: you spend mana equal to the number of permanents you bounce, so it rewards decks already flooding the board with cheap, high-value pieces.

In Commander, Rydia's Return shines as a political reset — you rebuild immediately with 4/4s while opponents are left staring at whatever survived. Competitive and casual tables both have answers to wide boards, and this dodges most of them by converting your permanents rather than losing them. In eternal formats like Legacy and Vintage, the card is too slow and telegraphed to see meaningful play — the formats move faster than seven-plus mana sorceries allow. Modern and Pioneer are similarly hostile; the mana cost scales with board presence, and resolved threats at that curve already end games.
