Kitsa, Otterball Elite and Sergeant John Benton both want it for the same reason: wide boards that already have the damage to close but need the last percentage points of evasion.

In Commander, Rustler Rampage earns its slot as a one-mana finisher in any green go-wide deck — the trample clause is the point, since a board of 1/1 tokens with no evasion is often completely blanked by a single blocker. Competitive non-Commander formats don't have much use for it; Gruul and stompy shells in Modern and Pioneer have access to Embercleave and similar effects that attach permanently and threaten on their own. Standard is the exception worth watching — when the format's threats are wide and cheap, a one-mana pump-and-trample effect can close games that would otherwise stall on defense. Rustler Rampage is essentially format-irrelevant everywhere except battlecruiser Commander tables and Standard aggro, and even there it's a role-player rather than a centerpiece.
