Rush of Knowledge is a Commander card through and through — the format's permanent-heavy boards and high average CMC create the conditions where it draws five to eight cards routinely. In Pauper it's legal and occasionally shows up in blue tempo or control shells that can land a big creature, but the format's low curve means the payoff is often just two or three cards, making it fringe at best. Legacy and Vintage have it on the legality list, but neither format wants a five-mana sorcery that draws a variable number of cards when faster, unconditional draw exists — it doesn't see meaningful play there. Commander is its home, and specifically high-CMC Commander: in decks with average CMC under 3.5, other draw spells are more reliable.
