Rush of Blood is a Commander card almost exclusively — the format's combination of large voltron commanders, combat-centric strategies, and single-target kills at 40 life is exactly where doubling power at instant speed earns its slot. Commanders like Yargle and Multani or Ghalta, Primal Hunger already threaten lethal in one swing; Rush of Blood turns a blocked or half-swung situation into a kill. In Legacy and Vintage it's legal but irrelevant — those formats end the game with more efficient mechanisms before a creature pump ever closes it out. Modern has the same problem: the card doesn't interact with anything that matters at that power level.
