Rugged Highlands is legal in every major format, but it's only ever a real option in Commander and Pauper. In Commander, it fills a budget role in two-color Gruul decks that need fixing and don't have the budget for dual lands or fetchlands. In Pauper, the common-only card pool makes it a legitimate choice in any red-green deck that can stomach a tapped land. In Modern, Pioneer, and Legacy, the format speed is simply too high — entering tapped is disqualifying when every turn counts.
